The most easy way is hiring an agent but it is very difficult to find a trust worthy agent or broker for a property dealing. But still I would like to recommend you any agent or Realtor because they can guide you much better than any one else. So, if you want to buy in Dubai or its surroundings then I can recommend you many useful properties and agents in this regard.

current market rates,
your budget.
