Camp Dawson was chosen as the host location for the course for Region II this year, which consists of West Virginia, Virginia, Pennsylvania, Delaware and Maryland Historically, there was no formal training program specifically designed to provide new and inexperienced CFMOs with the necessary education to ensure responsibilities were understood and tools were in place to assist CFMOs and their staffAround 2010, a series of courses were developed that would utilize National Guard Bureau and senior CFMO staff to teach, mentor and assist fellow facilities professionals. Some functions of state-level National Guard CFMO’s include serving as primary point of contact in the state for the Army Installations Division and as principal advisor to the Adjutant General on all aspects of the State’s real property, facilities engineering, construction, and environmental management programsThey also recommend, approve and oversee all projects, regardless of funding source or project initiatorCFMO’s also manage facility engineer resources, coordinate the approval of state sustainment, restoration and modernization projects, establish and implement effective work management systems, and plan and prioritize project work among a myriad of other responsibilities pertaining to National Guard facilities and real estate The initial configuration of nation-wide training was to teach "The CFMO Course." This was a single week-long course that attempted to teach the overview of how to be an effective CFMOWhile it was successful, it soon became evident that the complexities of the CFMO arena could not be adequately addressed in one week-long course. Today, the CFMO and Deputy CFMO certifiable courses consist of two separate courses and there are five Staff Certification CoursesEach course was assigned to a regionThe training was largely developed by a small group of veteran facilities experts and individual CFMOsIn 2010, the Facilities Engineering Advisory Committee (FEAC) assigned each CFMO Certification Course to one of the national regions LtColMichael JBeckner, CFMO Business Manager in the West Virginia National Guard, said there are few training areas conducive for this type of training that were capable of providing the class room environment and temporary housing for the participantsCamp Dawson was the best choice compared to the other Region II states, Beckner said Other considerations that lead to Camp Dawson being chosen were proximity to an airport, ability to train and house personnel under one roof and plenty of space for breakout sessions and computer connectivity, he said.
