Federal tax bill helps push Minnesota budget into surplus

The report says there is a "persistent shortage" of homes for sale. The home shortage means prices are rising. Minnesota exports rose 5 percent last year, "more robust" than the national average. Exports to Canada and Mexico were especially good.
