The best way to find an agent that you can be comfortable with and trust is by asking friends or family in your area who they have previously used or recommend.  Sometimes it also just takes meeting with a number of agents until you find one that fits your needs and provides you with the service you desire.  Be up front with the agents and lay out your wants when you first meet them and see if they are willing to work for you and find what you want. Good luck!

Hi, not sure if you are still around, but in answer to your question, I guess there could be bad agents like that, but the ultimate decision is up to you.  You tell the realtor the price range you are looking in and if he/she sends you anything that is way above that range you simply tell them they are wasting their time because you are not considering that price range and you will not go see those homes.  Therefore you will not get paid at all!  They will catch on and if they don't then find someone else!
