View full sizeDaryl Rush The dismissal of Lurene Flynn and the weeklong suspensions of Community Development Director Daryl Rush and Assistant Director John Wilbur come after an internal review prompted by a Plain Dealer investigation of the city's Afford-A-Home program Chris Warren, the city's chief of regional development, said Friday that he has given authorities details about Flynn's conduct as part of an ongoing investigationHe declined to comment further about the probe The newspaper reported in December that the city provided low-income buyers with down payments loans of up to $20,000 through the Afford-A-Home program, but did little to determine whether they could actually afford to keep their homes That lack of oversight persisted for years, even as hundreds of loan recipients defaulted on mortgages, many within two years, the newspaper found by analyzing property and loan records covering the period between 2000 and 2007 The city has lost more than $2 million as a result of these defaults The FBI and U.SDepartment of Housing and Urban Development began an investigation of Cresthaven Development Inc., the biggest seller of properties with Afford-A-Home loans since 2000, after the newspaper published its findings Until her dismissal on Feb17, Flynn was a $43,000-a-year deputy project manager in charge of the Afford-A-Home program Warren said Friday that the city's internal review found that Flynn improperly sought a $10,000 Afford-A-Home loan to buy a house on Ashwood Road from Cresthaven Development in December 2008Warren said a settlement statement shows that the loan served as Flynn's down payment to Cresthaven Officials have not been able to find an application or other records regarding Flynn's loan in the Community Development Department, Warren saidAn Afford-A-Home mortgage document, however, was filed with the Cuyahoga County Recorder's Office after she bought the house Flynn financed the sale with a $157,610 federally insured mortgage from USA Home Loans IncA mortgage servicing company filed a foreclosure on the property Jan27 of this year Warren said he discovered the mortgage document in January, several weeks after a Community Development staff meeting where he asked if anyone had any personal dealings with CresthavenFlynn said during the meeting that she had bought a house from Cresthaven but did not receive an Afford-A-Home loan, Warren said Flynn, who began working for the city in 2000, could not be reached for comment Friday The city suspended Rush and Wilbur because they learned about Flynn's Afford-A-Home loan in early 2009 and did nothing other than stop the loan from being funded, Warren said "They said, 'We dealt with thatNo money had gone out,' " Warren said"They thought that was sufficient." Rush, who could not be reached for comment, began his suspension this weekWilbur, who also could not be reached, begins his suspension next weekThe suspensions will cost Rush $1,978 and Wilbur $1,689 Tom Andrzejewski, a spokesman for Cresthaven, issued a statement on Friday that said Cresthaven is "being victimized and deprived of funds" owed by the city.  "Cresthaven's role in this transaction was as a seller and nothing more," the statement said"Cresthaven was not involved in financing the purchase or approving financing for the purchase."
