17% of Illinois homes are seriously underwater
Illinois’ sky-high property tax rates and lackluster economic growth have aggravated the state’s housing crisis. Nearly 17 percent of Illinois homes with mortgages were seriously underwater as of the end of 2016, according to a report by RealtyTrac.
