The tentative 23-acre site would become the first to be occupied in Spencer's Green Industrial Park, where a nearby parcel includes an unoccupied spec building on nine acres in the southwest corner of the 200-acre park. The city's part of the Pioneer plan would be to develop infrastructure - roads and utilities -- to the 23-acre parcel on the northeast corner, in addition to providing a 10-year tax rebate on the facility which would be built and owned by Scannell Properties, of Indianapolis, and leased to PioneerPlans call for an unnamed third company to provide logistics for the site. Spencer City Manager Bob Fagen said he anticipates about $900,000 in expenses to provide the infrastructure, which would also serve the rest of the park. Fagen also noted that because the deal involves the sale of public property, the city must provide the opportunity for another developer to present a plan "similar in scopeIf someone else wants to take a look at another building of that size, the city can give that some credence." But, he added, no other businesses have come up with any plans since the park was developed in 2009. Fagen likened the concept of the industrial park to "build it and they will come" philosophy in Dyersville's "Field of Dreams." Pioneer hopes to have the building completed and operational by Oct1. The Green Industrial Park is bounded by East 4th Ston the south, and by Spencer's East Beltway to the eastA 2009 news release estimated the total investment in the park to be over $3.5 million. Pioneer real estate developer Kate Clark declined to speak to the number or type of jobs that would be created, or the wages that would be paid by the logistics firm that would operate the facility.
